China Exclusion Request Granted

Recently, the United States imposed a 25% tariff on thousands of products from China, but permitted U.S. companies to request an exclusion from paying tariffs. In this article, Omar Nashashibi, founding partner of  The Franklin Partnership, LLC, and a resource of Industrial Heating Equipment Association (IHEA), explains the latest news regarding the exclusion and its relevance to structural components for industrial furnaces.

The United States Trade Representative (USTR) has extended an exclusion for importers from paying a 25% tariff on industrial furnace components from China. The exclusion to the China Section 301 tariffs for structural components for industrial furnaces was extended in the Federal Register notice published on July 9, 2020 (85 FR 41267). The exclusion to the 25% tariffs, originally granted in July 2019 and set to expire on June 9, 2020, is now extended through December 31, 2020. The extension of the exclusion to industrial furnace components is one of twelve announced by USTR. Nearly 100 other products, including furnace casings, will see their tariff exclusions expire.

In July 2018, the United States imposed 25% tariffs on $34 billion worth of products imported from China (List 1). Of importance to the industrial heating industry, included in List 1 were parts of industrial electric furnaces and ovens as well as industrial induction or dielectric heating equipment (HTS 8514.90.80).

With this extension, all products meeting the description of “structural components for industrial furnaces” and are classified under the HTS code 8514.90.8000, will continue to be excluded from the 25% tariff. To claim the extended exclusion, importers must report the regular HTS code for the product, as well as the exclusion HTS code: 9903.88.52.

IHEA Takes to the High Seas for the 2020 Annual Meeting

The Industrial Heating Equipment Association recently announced its 91st Annual Meeting will be held on the high seas from March 12 – 16, 2020, on Royal Caribbean’s Brilliance of the Seas, departing from Tampa, FL. IHEA has had several very successful, high-quality annual meetings on cruise ships and is excited to offer this budget-friendly meeting to IHEA members once again.

This four-day event will feature two sea days and a day in Cozumel. As always, the annual meeting promises to deliver outstanding programming, committee work, and plenty of time for social interaction during the receptions and meal functions.

The program will include presentations from some of IHEA’s past favorites: Chief Master Sergeant (Retired) Bob Vazquez, Chris Kuehl, and Omar Nashashibi. Chief is a course director at the United States Air Force Academy’s Center for Character Development, as well as an adjunct professor at the University of Colorado at Colorado Springs. He will be talking to attendees about the Power of SUPERvision. IHEA is happy to welcome him back four years later for his unique perspective on leadership.

Attendees will also hear from IHEA’s economist Chris Kuehl, who entertains as well as informs the crowd with his spirited delivery of the economic update. With all eyes and ears on Washington, Omar Nashashibi, a Washington D.C. lobbyist will present an insider’s perspective as the 2020 presidential election unfolds. As a bonus for all attendees, speakers will be available throughout the cruise to continue discussions and answer questions in a more relaxed setting.

IHEA committees will convene on board the Brilliance of the Seas to continue work on issues of importance to the membership and the industry at large. The complete program and event details will be available on the website, www.ihea.org, in early December.

The four-night cruise will depart from Tampa, FL on Thursday, March 12 and will return to Tampa on Monday morning, where guests will disembark to return home. As there are a variety of stateroom classes available onboard Brilliance of the Seas, IHEA has secured cabins in several different categories to provide cost flexibility to members. The cabin price is for one or two guests in the cabin. There is no discount for a single passenger in a cabin.

The annual reeting registration fee includes all committee and general session meetings, and evening receptions. There will be no registration fee for spouses/guests to attend the meeting.

Chad Spore, materials engineering supervisor for John Deere, addressed the assembled guests of the International ThermProcess Summit, in Buckhead, Georgia, on the first day of the event, Tuesday, July 31, 2018. The presentation, which included encouragements to other manufacturers with in-house heat treating as well as industry suppliers to continue to innovate, was received with great interest by the nearly 100 attendees at this 2nd biennial event.

The attendees also enjoyed an excellent presentation from Omar Nashashibi. Mr. Nashashibi, as a-politically as possible, presented an excellent perspective on the first years of the Trump Administration. Whether you like Trump or not, Mr. Nashashibi made it clear that Trump was doing something that no other president has done in quite some time — he’s fulfilling all of his campaign promises to one degree or another. It was a balanced presentation with many positives and negatives.
